How to Seek IRB Approval for Research by UD Faculty/Staff 
(OR Research on the UD Campus by Non-UD Personnel)

Any research project involving human subjects that is conducted by University of Dubuque faculty, staff or students, or that takes place on the UD campus, is subject to review and approval by the University's IRB. The IRB's policies adhere to the Code of Federal Regulations Title 45 Part 46 Protection of Human Subjects (45CFR46).

Non-UD applicants who wish to do human research on the UD campus should follow the same procedures as those required for UD faculty and staff.

  • Application for exemption from IRB review - Use this form if you believe your research meets the following conditions: 

    • The research does not focus on vulnerable populations (as defined on the exemption form; see also explanation regarding Vulnerable Subjects via link at the bottom of this page)
    • It does not involve recording behavior which, if disclosed outside the research setting, might put the subjects at risk of criminal or civil liability or be damaging to their financial standing, academic standing, employability, or reputation
    • The researcher(s) do not participate in any of the activities being observed or manipulate the environment to elicit behavior
    • Subjects are not deceived in any way
    • Subjects' confidentiality is protected
    • (Click on the Exemption tab at the top of this page for further specification of conditions)
  • Application for expedited or full IRB review - Use this form for research that does not meet the above conditions for exemption. 

    • Expedited review: If your research meets the conditions for expedited review (as defined on the form),only the Chair of the IRB will need to review your application. Either of the following two elements requires an otherwise exempt research proposal to undergo expedited review (but not full review)

      • The researcher(s) participate in the activities being observed and manipulate the environment to elicit behavior - but in a way that does not cause additional stress to research subject
      • Data will be reported in such a way that they may be traceable to the subjects. (This lack of confidentiality necessitates increased vigilance to protect subjects' reputation and well-being.)
    • Full review: If your research does not meet the conditions for expedited review (as defined on the application form), the full IRB must meet to review your application (potentially meaning a longer wait for approval)
