The University understands the need for strict adherence to the law in cases involving alcohol or other drugs, but it also practices compassion towards those with alcohol or drug-related problems as part of its Mission. To this end, University officials will make an effort to help students get professional counseling or other therapy and become a productive member of the University family and society. Students who need counseling for use/abuse of alcohol or other drugs should make an appointment with a member of the Student Life staff or be referred to an appropriate agency in the Dubuque community. Those agencies include:
One of the greatest challenges facing society today is finding new and creative ways to control the increasing use of drugs and alcohol among students. The University of Dubuque athletic department recognizes the health risks and dangers associated with the use of unlawful, illicit drugs and alcohol, and proposes the investitures of random drug testing to help control the temptation presented to many of our students. Colleges presently drug test under the approval of the NCAA, and private industry and businesses drug test prospective and present employees. Individuals under the influence of drug and alcohol provide a threat to the safety and the health of themselves and to others participating with them. They risk destruction of various body organs, addiction, the threat of diseases contracted through the use of non-sterilized paraphernalia, behavior modifications, and performance below their fullest natural ability levels. The drug testing program will not affect the policies, practices or rights of UD in dealing with any drug, alcohol or tobacco possession or use where reasonable suspicion is obtained by means other than random testing. UD also reserves the right to test any UD student athlete when there is reasonable suspicion to believe the student athlete has used or is using a banned or illegal substance. The University of Dubuque feels that drug testing is a fair and necessary way to discourage students from succumbing to societal temptations. Purpose: The four major goals of drug testing by the UD athletic department are:
A written statement by a UD athletic staff member constituting reasonable suspicion of use of illegal or performance enhancing drugs by a student athlete must be presented to the Athletic Director (AD)/ Senior Women's Administrator. The AD will evaluate the statement of reasonable suspicion from the UD athletic staff member. Based upon the written statement for suspicion and any further investigation that may be conducted, the Athletic Director may mandate that an individual be tested for the use of illegal or performance enhancing drugs. Banned or performance enhancing drugs include all substances as defined by the National Collegiate Athletic Association (NCAA) and/or its legislative committees. Failure to consent to a test by a student athlete is a declaration of ineligibility. In addition to the reasonable suspicion testing, UD may conduct random testing periodically throughout each academic year and will comply with any and all regulations of the NCAA in ordering testing Random Drug Testing Protocol The student athlete will be notified by the AD, and at this time, will be notified of the time and site of drug testing as arranged by the UD Certified Athletic Trainer. The student athlete will then complete the Substance Abuse Testing Notification Form. The student athlete will be tested according to the guidelines outlined by Finley Occupational Health/Hospital (UD Student Health Services). Finley Occupational Health will notify the student athlete and UD Athletic Director/Certified Athletic Trainer as to test results. The student athlete and the UD Athletic Director will meet to discuss the outcome of the drug testing. |
