The Jeanne Clery Campus Safety Act requires the distribution of the Annual Security Report and Annual Fire Safety Report to all current faculty, staff, and students and notice of its availability to prospective students, faculty, and staff no later than October 1.

This Annual report covers five campuses which include main campus and LIFE Dubuque, the Babka Flight Center in Dubuque, IA, Wolter Woods and Prairies in Sherrill, IA, and two LIFE Adult Accelerated locations in Cedar Rapids, IA and Meridian, ID.

The report contains information regarding campus safety and security including topics such as: campus law enforcement authority; crime reporting policies; campus alerts (Timely Warnings and Emergency Notifications); fire safety policies and procedures; programs to prevent dating violence, domestic violence, sexual assault and stalking; the procedures the University will follow when one of these crimes is reported; and other matters of importance related to security on campus. The report also contains information about crime statistics for the three most recent calendar years concerning reported crimes that occurred on campus; in On-Campus Student Housing Facilities; in Non-campus buildings or property owned or controlled by the University or a recognized student organization; and on public property within, or immediately adjacent to and accessible from, the campus. The report also contains fire statistics for any fires occurring in an On-Campus Student Housing Facility during the three most recent calendar years.

This report is prepared by the University of Dubuque (UD). When gathering policies for this report, UD collaborated with the Offices of Student Life, Human Resources office, Smeltzer-Kelly Student Health Center, Intercollegiate Athletics Department, the Title IX Coordinator(s) and other divisions and departments on campus.

Drug Free Schools and Community Act
The Drug Free Schools and Communities Act (DFSCA) and Part 86 of the Department of Education's General Administrative Regulations (EDGAR Part 86) requires the University of Dubuque (UD) to develop and implement a drug and alcohol abuse education and prevention program (DAAPP) designed to prevent the unlawful possession, use, and distribution of drugs and alcohol on campus and at campus events. UD is required to distribute written information about its DAAPP as well as conduct a biennial review to measure its effectiveness and ensure a consistent enforcement of its disciplinary sanctions.

Alcohol and other drug abuse has serious effects on campus safety, community well-being, and on the academic performance of our students. Conducting a biennial review provides an opportunity for UD to document its prevention efforts, and closely examine its scope and effectiveness. Throughout this process, UD can continually identify gaps in evidence-based practices and develop recommendations for future improvements.

Stop Campus Hazing Act
The Stop Campus Hazing Act (SCHA) passed the Senate on December 23, 2024, which has three primary components:

  • Colleges and universities must include statistics on reported hazing incidents in their annual security reports, starting with the 2026 report. These statistics will be defined by SCHA and reported to campus security authorities or local law enforcement.
  • Colleges and universities must implement hazing policies that include reporting procedures and investigation processes for hazing incidents. They are also required to have policies on hazing prevention and awareness programs, detailing research-informed strategies for campus-wide prevention. Please click here for the Hazing Policy.
  • Each institution must publish a hazing transparency report on its public website, summarizing findings on student organizations that violate hazing conduct standards. This report must be updated at least twice a year and will be available starting December 2025.
